RCEF 2010 Annual Report

In 2008 and 2009 many small businesses were suffocated by rules,
regulations, lack of credit from institutions, and overall uncertainty in the
US economy, resulting in minimal capital investment and expansion of operations,
parity in hiring new employees, downsizing, and much more. 2010 was no exception,
however RCEF remained focused on assisting entrepreneurs navigate their way
